
While smoking has declined across the world, in Pakistan it has seen an uptick in the quantity and varieties of cigarettes smoked. Balochistan tops the list, where smuggled, contraband cigarettes, if intercepted by the authorities, are set on fire. Iranian cigarettes are routinely smuggled in to avoid paying tax. If the imported cigarettes manage to avoid interception, they are favored by consumers. In any case, the province is losing revenue because cigarettes are being smuggled without paying the government exchequer.
