
The Indus Delta is dying at an alarming pace, given the violation of the 1991 Water Accord, under which ten-million-acre feet of water has to be discharged annually downstream from the Kotri Barrage into the ocean. The Indus River System Authority (IRSA) maintains that the water accord is being constantly violated, as water is diverted elsewhere. With the failure to send in fresh water downstream, fertile lands are being turned into wastelands. The other effect is the intrusion of saltish sea water in lands that need fresh water. As a result, farmers and fisherfolk are abandoning their ancestral lands in Sindh and heading to the urban areas to find new sources of livelihood.
